Definition: As used herein, a Super Extraordinary Problem or SEP is an Extraordinary Problem that the totality of Solution-Systems in a Place fails to Solve Adequately. For example, homelessness in a given city, as a matter of one Person’s suffering, i.e., a Bad Thing, and a Population’s Suffering, are both SEPs. Often, a given SEP becomes a Contested Matter.
